(The International Journal of Logistics
Management).

(Resilience).

قاعدتي Scopus وWeb of Science.

(Optimization)

Google

## Introduction: a question older than the current wave

Interest in artificial intelligence among supply chain scholars did not begin with
generative models. It began when demand forecasting, inventory planning and shipment
routing became very large mathematical problems that planner intuition and spreadsheets
could no longer solve. But the current enthusiasm mixes two things: what has been
established by peer-reviewed research, and what is said in marketing presentations.
This article tries to separate them.

The article answers three questions. What do the reviewed studies say about the
effect of artificial intelligence on supply chain performance? In which functions
is that effect clear? And what has not yet been established? The article does not
offer ready-made return figures, because the literature we reviewed does not offer
them either.

## What the peer-reviewed literature says

The broadest review I found on demand planning is by Walter, Ahsan and Rahman, published
in 2025 in The International Journal of Logistics Management. The review covered
141 peer-reviewed studies published between 2012 and 2023. About 81% of them appeared
after 2019, and the number of studies peaked at 37 in 2023. In other words, the
field is growing quickly but is still young.

These studies divide into mathematical models (55%), empirical studies (37%) and
conceptual work (8%). Predictive AI dominates 79% of the publications. The authors
concluded that the use of artificial intelligence in demand planning is still, in
their words, at an early stage. Benefits recorded in the literature include lower
costs through inventory control, faster response to external changes, and support
for operational resilience.

A review by Logožar, published in the journal ENTRENOVA, agrees with this; it relied
on the Scopus and Web of Science databases. The review identifies four main application
areas: demand forecasting, inventory management, logistics optimization, and risk
mitigation. It concludes that these applications help make better decisions, reduce
forecasting errors and control inventory levels.

## Where artificial intelligence changes practice

The two reviews agree on four places where the effect appears, and I present them
in the order in which decisions connect within the chain.

**Demand.** This is the largest body of literature. Demand forecasting is a predictive
problem at its core, which explains why 79% of the publications in the Walter et
al. review belong to predictive AI. The methods used go beyond traditional regression
to models that learn patterns from sales data and external indicators. The review
summarizes the expected effect as a greater ability to capture fluctuations, not
as guaranteed accuracy, because most empirical studies are built on a single dataset.

**Inventory.** Inventory is tied to demand as an effect is tied to its cause. The
better the forecast, the lower the need for safety stock. The Walter et al. review
cites the study by Fu and Chien (Fu & Chien, 2019), which indicates that excess
safety stock can reach 60% of total inventory investment in intermittent-demand
manufacturing. This figure describes the size of the problem that better forecasting
tries to reduce; it does not describe the savings that artificial intelligence achieves.
The difference between the two is what marketing presentations overlook.

**Logistics.** The Logožar review lists logistics optimization as a separate application
area, covering route planning, load distribution and transport scheduling. These
are optimization problems that have been known in operations research for decades;
what modern methods add is the ability to recompute when inputs change, not the
invention of the problem itself. The Walter et al. review notes that the literature
is thin on distribution, spare parts and returns, areas that sit at the heart of
distribution companies’ work.

**Risk.** Risk mitigation covers the early detection of disruptions: a supplier
delay, volatility in demand, or a breakdown on a route. The Walter et al. review
links this capability to operational resilience, meaning the chain’s ability to
absorb a shock and return to its previous level.

This article’s reading of the above is that the clearest value lies in the first
link, demand, because the other links depend on its outputs. This is the author’s
analytical reading, not a conclusion stated by either review.

## The new direction: autonomous agents, physical AI and decision governance

Professional sources differ from the peer-reviewed literature in that they look
forward more than they measure the past. In this context, Gartner identified three
themes in its 2026 supply chain technology trends: Agentic AI, Physical AI and Decision
Governance. These are forecasts from an advisory firm, not findings of peer-reviewed
studies, and the published report contains no figure measuring their effect.

The first theme refers to software agents and multiagent systems that take over
steps of the decision rather than merely handing a forecast to the human planner.
The second refers to linking artificial intelligence with the Internet of Things(
IoT) and robotics, that is, moving the decision from the screen to the warehouse
and the truck. The third addresses the question that follows from the other two:
who is accountable when an autonomous system decides, and under what controls? Gartner’s
analysis states that trust and governance are a pillar parallel to autonomy, not
an appendix to it.

Interpreting these trends against the earlier literature opens a striking observation.
The peer-reviewed reviews study predictive systems whose outputs a human reviews,
while market talk is about systems that execute. So far, among the systematic reviews
I have seen, none measures the effect of this shift. This is an observation by the
author, not a conclusion taken from a source.

## Gaps and limits of the scientific evidence

The Walter et al. review sets out its own limits, and these limits make a useful
list of questions before any investment decision:

 * **Generalizability.** Empirical studies are mostly built on a particular dataset,
so a result should not be transferred to another company without testing.
 * **Weak theoretical grounding.** Few studies rest on a theory, so many results
   remain descriptive.
 * **No economic analysis.** Few studies compare cost with return, so the literature
offers no reliable figure for return on investment. The review itself does not
   measure effect size.
 * **Organizational factors.** Trust, readiness and skills receive marginal attention,
even though they often decide whether an implementation succeeds in companies.
 * **Topical gaps.** Spare parts, returns and distribution are less present than
   demand forecasting.
 * **Method limits.** The search was limited to material published in English in
the Scopus and Google Scholar databases, so work published in other languages,
   including Arabic, may be missing.

In addition, Gartner’s trends do not enter the evidence count at all, because they
are an estimate of what will happen, not a measurement of what has happened.

## Conclusion and what it means for managers and researchers

Taken together, the material leaves three supported conclusions. First, the presence
of artificial intelligence in supply chain research is documented and accelerating(
141 studies, 81% of them after 2019), but the field has not matured. Second, the
clearest place where it has an effect is demand forecasting and inventory control,
while logistics and risk are less well documented. Third, the financial return is
not measured in the reviews I consulted.

**For managers.** The decision starts with a question about what the current problem
costs: what share of your total inventory is safety stock, and what is the actual
forecast error for each item? That is the baseline against which any model is measured.
A limited trial on a single product category, compared against the existing method,
is advisable, because the results of published studies do not necessarily carry
over from one project to another. As for autonomous agents, do not take a step forward
before deciding who approves their decisions and who bears responsibility for them.

**For researchers.** The priority is what the review itself points to: studies grounded
in a theoretical framework, economic comparisons of cost and return, research on
organizational factors, and applications in markets that have not been studied enough,
including those of Egypt and the Gulf. This is a conclusion by the author, not a
published statistic.

| Dell’Acqua

(Dell’Acqua et al., 2023).

34% (Brynjolfsson

## Introduction

Managers today ask two questions about AI: where does it genuinely raise my team’s
productivity, and where does it expose me to error or a data leak? An evidence-based
answer is better than an impression, so this article starts with the results of
two published field studies, then moves to managerial use and safeguards.

## What the studies say

Brynjolfsson, Li and Raymond (2025) followed 5,179 customer support agents who used
a generative-AI-based assistant. Productivity rose by an average of 14%, and by
34% among novice and low-skilled workers. In other words, the tool narrowed the
gap between newcomers and experienced staff in that setting.

In an experiment by Dell’Acqua and colleagues (2023) with 758 consultants, users
completed 12.2% more tasks, 25.1% faster, and at more than 40% higher quality on
tasks within the tool’s capabilities. But on a task deliberately chosen to fall
outside the tool’s “technological frontier”, users were 19 percentage points less
likely to produce a correct solution than those who did not use it.

| Study | Sample | Main result |
| Brynjolfsson, Li and Raymond (2025) | 5,179 support agents | +14% productivity on average, and +34% for novices |
| Dell’Acqua and colleagues (2023) | 758 consultants | Inside the frontier: +12.2% tasks, 25.1% faster, quality more than 40% higher. Outside the frontier: 19 percentage points less likely to give a correct solution |

The practical lesson is that the effect depends on the type of task: productivity
rises on tasks within the tool’s capabilities, and the risk of confident error grows
outside them. The results apply to the work studied (support and consulting) and
should not be generalized automatically to every job.

## Areas of managerial use

Davenport and Ronanki (2018) classify organizational applications of AI into process
automation, data understanding, and engagement of customers and employees. This
is reflected in a manager’s work as follows:

| Area | Example | Risk level |
| Drafting and summarizing | A draft email or a meeting summary | Low if the draft is reviewed |
| Data analysis | Extracting patterns from a sales report | Medium: the figures need verification |
| Planning | Suggesting alternatives for a visit plan | Medium: the decision stays with the manager |
| Internal training | Preparing training questions or scenarios | Low if the content is reviewed |
| Decisions about individuals | Performance appraisal or hiring | High: needs governance and human review |

## Usage safeguards

 * **Privacy:** do not enter personal data, contracts or confidential figures into
a tool your organization has not approved. Egypt’s Personal Data Protection Law
No. 151 of 2020 protects personal data, so consult a legal adviser before entering
   individuals’ data into any tool.
 * **Verification:** review every output that contains figures, references or judgments
before using it, because a result can look coherent and still be wrong.
 * **Accountability:** the decision and the signature belong to the manager, not
the tool, and what the tool was used for should be documented.
 * **A risk framework:** the AI Risk Management Framework issued by the U.S. National
Institute of Standards and Technology (NIST AI RMF 1.0) provides a structure
for governing, measuring and managing risk (NIST, 2023), and it can be aligned
with the risk register we explained in [Enterprise risk management: the framework, the process and the risk register](https://mtms.com.eg/index.php/2026/10/27/risk-management-basics/)(
   Arabic).

## Steps for a safe pilot

 1. Choose one recurring, low-risk task, such as summarizing meeting minutes.
 2. Measure the current situation before the pilot: time taken and number of errors.
 3. Define the data that may and may not be entered, and write it on one page.
 4. Pilot with a small group for four weeks, keeping a human review on every output.
 5. Compare the results with the previous situation, then decide whether to expand,
    stop or adjust.

## An illustrative example

The following example is hypothetical, to illustrate the application; its figures
are not real data. It assumes a sales manager in a distribution company who wants
to reduce the time spent writing weekly meeting minutes.

| Element | Application |
| Task | Summarize the weekly sales meeting into points, decisions and tasks. |
| Measurement before the pilot | 45 minutes to write the minutes, and two errors a month on average in recording tasks. |
| Safeguards | No customer names or prices entered, and the manager reviews the minutes before distribution. |
| Pilot | Four consecutive meetings, comparing time and errors. |
| Decision | The approach is adopted if time falls without an increase in errors; otherwise it is adjusted or stopped. |

## Conclusion and recommendations

Field studies point to real gains on specific tasks and to a genuine risk outside
the tool’s frontier. A manager is therefore advised to:

 1. Start with one low-risk task and measure before and after the pilot.
 2. Write a clear rule for what may and may not be entered.
 3. Keep a human review on every output that contains figures or judgments.
 4. Not rely on the tool for decisions about individuals without governance and legal
    review.
 5. Train the team to tell tasks inside the tool’s capabilities from those outside
    them.

## Frequently asked questions

### Does AI really raise productivity?

Field studies indicate that it does on specific tasks; in a study of 5,179 support
agents, productivity rose by an average of 14% (Brynjolfsson et al., 2025). But
the effect depends on the type of task and should not be generalized to every job.

### What is the biggest risk in managerial use?

Two: entering confidential or personal data into an unapproved tool, and trusting
outputs that look coherent but are wrong, especially on tasks outside the tool’s
capabilities (Dell’Acqua et al., 2023).

### Who benefits most from these tools?

In the support study, novice and low-skilled workers benefited most, with a gain
of 34% (Brynjolfsson et al., 2025); this applies to the setting of that study.

### How do I start without major risk?

Choose one recurring, low-risk task, measure the current situation, define the data
that is allowed and prohibited, pilot with a small group under human review, and
compare results before expanding.

Mintzberg

(Liaison) |
(Spokesperson) |

Katz

Mintzberg |

Mintzberg.

(Drucker, 2006).

## Introduction

Many professionals move into managerial positions because of their technical excellence,
and then discover that what they succeed at as individuals is not what the new job
demands. The business management literature offers three complementary frameworks
for understanding this job: what does a manager do, how does a manager spend their
time, and what skills does a manager need?

## The concept of business management

Business management is the accomplishment of organizational objectives through and
with other people, by deploying available resources in a way that achieves effectiveness
and efficiency. Drucker (2006) distinguishes between effectiveness (doing the right
things) and efficiency (doing things right), and holds that a manager’s worth is
measured by the results achieved, not by the effort expended.

## Managerial functions

Fayol (1949) classified managerial work into five functions: planning, organizing,
commanding, coordinating and controlling. Modern management textbooks usually condense
these into four: planning, organizing, leading and controlling.

| Function | What it includes | Example from sales management |
| Planning | Setting objectives and drawing up plans to achieve them | A monthly target for each region and a visit plan |
| Organizing | Allocating tasks, authority and resources | Dividing territories among representatives by customer volume |
| Leading | Directing, motivating and communicating with the team | A weekly meeting and field coaching sessions |
| Controlling | Measuring performance against the plan and correcting deviations | Comparing sales with the target weekly |

Planning at the higher level connects to the content we presented in [Strategic management: concept, stages and core models](https://mtms.com.eg/index.php/2026/10/27/what-is-strategic-management/)(
Arabic).

## Mintzberg’s managerial roles

By following managers at work, Mintzberg (1973) observed that reality differs from
the image of the calm planner: a manager’s work is fragmented and full of interruptions.
He classified it into ten roles in three groups:

| Group | Roles |
| Interpersonal | Figurehead, Leader, Liaison |
| Informational | Monitor, Disseminator, Spokesperson |
| Decisional | Entrepreneur, Disturbance Handler, Resource Allocator, Negotiator |

This list helps a manager review their time: do they spend most of it in a single
role, such as handling disturbances, at the expense of roles such as leading and
allocating resources?

## Katz’s managerial skills

Katz (1955) identified three skills for the manager: technical, human and conceptual.
The importance of each varies with the managerial level: technical skill matters
more in direct supervision, conceptual skill matters more in top management, and
human skill is needed at every level.

| Skill | Meaning | Example |
| Technical | Knowledge and tools of the functional field | Analyzing sales data |
| Human | Working with others and motivating them | Giving a representative constructive feedback |
| Conceptual | Seeing the organization as a whole and linking its parts | Choosing a sales channel that fits the strategy |

## An illustrative example

The following example is hypothetical, to illustrate application; its figures are
not real data. It assumes a sales manager in a distribution company who has 12 representatives.

| Weekly activity | Function | Mintzberg role |
| Reviewing sales against the target for each representative | Controlling | Monitor |
| A team meeting to explain priorities | Leading | Disseminator and Leader |
| Redistributing a territory after a representative resigns | Organizing | Resource Allocator |
| Resolving a major retailer’s complaint about late delivery | Leading and controlling | Disturbance Handler |
| Negotiating terms with a supplier | Planning | Negotiator |

## Common mistakes

 * **Continuing to do technical work:** a new manager takes on the team’s tasks
personally because they are the most skilled at them, and leading and controlling
   suffer.
 * **Confusing busyness with accomplishment:** Drucker (2006) measures a manager
by results, not by hours worked.
 * **Neglecting the human side:** dealing with the numbers without addressing the
   causes of performance in individuals.
 * **No regular control:** deviation is noticed only after it has turned into a
   crisis.
 * **Excessive centralization:** the manager keeps every decision and becomes a
   bottleneck.

## Conclusion and recommendations

The three frameworks offer three angles on the managerial job: what a manager should
do (functions), what a manager actually does (roles), and what a manager needs in
order to do it (skills). For a manager just starting out:

 1. Log your time for a week and classify it against Mintzberg’s roles.
 2. Identify the function that gets the smallest share of your time and set a fixed
    slot for it.
 3. Delegate the technical tasks your team can carry out.
 4. Make performance review weekly, not only monthly.
 5. Review your three skills annually and pick the weakest for training.

## Frequently asked questions

### What are the four managerial functions?

Planning, organizing, leading and controlling. The classification began with Fayol’s
five functions, which modern textbooks then condensed.

### What are the managerial roles in Mintzberg’s work?

Ten roles in three groups: interpersonal, informational and decisional (Mintzberg,
1973).

### What three skills does a manager need?

Technical, human and conceptual (Katz, 1955), and the importance of each varies
with the managerial level.

### What is the difference between effectiveness and efficiency in Drucker’s view?

Effectiveness is doing the right things, and efficiency is doing things right (Drucker,
2006).

    Evaluation).

## Introduction

Every organization manages risk in some way, but the difference between one organization
and another is that some manage risk in an organized and recorded manner, while
others rely on the experience of individuals who remember what happened before.
This article presents the concept, the reference frameworks and then the main implementation
tool, the risk register.

## The concept of risk and its management

The international standard (ISO 31000:2018) defines risk as the effect of uncertainty
on objectives. The effect may be negative or positive, so risk is not limited to
threats but includes opportunities. Risk management is the set of coordinated activities
to direct and control an organization with regard to risk.

## Reference frameworks

The standard (ISO 31000:2018) sets out eight principles, among them that risk management
is integrated, structured, customized to the organization’s context, inclusive,
dynamic, based on the best available information, takes human and cultural factors
into account, and improves continually. The standard divides the framework into
leadership and commitment, integration, design, implementation, evaluation and improvement.

The COSO ERM 2017 framework, titled “Enterprise Risk Management: Integrating with
Strategy and Performance”, arranges practice in five components: governance and
culture; strategy and objective-setting; performance; review and revision; and information,
communication and reporting (COSO, 2017). Both frameworks stress linking risk to
strategy, which connects to what we explained in our article [Strategic management: concept, stages and core models](https://mtms.com.eg/index.php/2026/10/27/what-is-strategic-management/)(
Arabic).

## Classifying risks

Kaplan and Mikes (2012) propose three categories that differ in how they are managed:

| Category | Source | Management approach | Example from a distribution company |
| Preventable risks | Inside the organization, such as errors or violations | Rules, controls and a culture of compliance | Delivering expired goods |
| Strategy risks | A strategic choice accepted in order to earn a return | Manage the risk, do not avoid it | Entering a new sales channel |
| External risks | Outside the organization’s control | Identify in advance and mitigate the impact | Exchange-rate volatility or supply disruption |

The value of the classification is that the strict controls suited to preventable
risks can harm strategy risks, because they discourage a willingness to take calculated
risks.

## The risk management process

In the standard (ISO 31000:2018), the process consists of the following steps:

 1. **Communication and consultation:** involve stakeholders at every step.
 2. **Establishing the scope, context and criteria:** which objectives are exposed
to risk, and what level of risk is acceptable.
 3. **Risk assessment:** includes risk identification, analysis and evaluation.
 4. **Risk treatment:** choose the response and implement it.
 5. **Monitoring and review:** measure how effective the responses are and watch for
    new risks.
 6. **Recording and reporting:** document the results and communicate them to decision-
    makers.

Treatment options include avoiding the risk, accepting it, reducing its likelihood
or its impact, transferring it or sharing it. The choice depends on the level of
risk as defined in the criteria and on the cost of treatment.

## The risk register

A risk register is the tool that gathers the results of the process into a living
document. A common method scores a risk by multiplying the likelihood score by the
impact score, each on a scale of 1 to 5, so the score ranges from 1 to 25. What
counts as high (for example, 15 or more) and calls for a treatment plan and senior
management follow-up is set in advance. The scale here is an example for illustration,
and each organization chooses its own criteria according to its context.

| Field | Content |
| ID and description | A serial number and wording that includes the cause, the event and the impact |
| Category | Preventable, strategy or external |
| Likelihood and impact | A score from 1 to 5 for each |
| Risk score | Likelihood × impact |
| Response | Avoid, reduce, transfer or accept |
| Owner | One person responsible for follow-up |
| Review date | The next date for reassessment |

## An illustrative example

The following example is hypothetical, to illustrate the wording; its figures are
not real data from any organization. It assumes a fast-moving consumer goods (FMCG)
distribution company.

| Risk | Likelihood | Impact | Score | Response and owner |
| A supply disruption from a main supplier causes shortages in items that account for a large share of sales | 3 | 5 | 15 | Reduce: qualify an alternative supplier. Owner: procurement manager |
| Late collection of receivables from a large customer puts pressure on liquidity | 4 | 4 | 16 | Reduce: credit limit and weekly follow-up. Owner: finance manager |
| Delivering near-expiry goods to a retailer | 2 | 3 | 6 | Reduce: first-expired-first-out dispatch system. Owner: warehouse manager |
| Exchange-rate volatility raises the cost of imported items | 4 | 3 | 12 | Transfer or share: periodic pricing review. Owner: sales manager |

## Common mistakes

 * **A register prepared once and then filed away:** it loses its value if it has
   no review date.
 * **Risks with no owner:** a risk that everyone shares is one that no one is asked
   about.
 * **Vague wording:** “weak sales” is not a specific risk; correct wording states
the cause, the event and the impact.
 * **Ignoring opportunities:** the standard covers positive effects, not threats
   alone.
 * **Separating risk from strategy:** risks are managed in isolation from the objectives
   they threaten.

## Conclusion and recommendations

Risk management is a continuous process that links objectives to the uncertainty
surrounding them, and the risk register is its practical tool. For those starting
out:

 1. Define the main objectives first, then ask what could obstruct each one.
 2. Adopt a single scale for likelihood and impact and set the threshold for high risks.
 3. Assign each risk to one owner.
 4. Review the register monthly, and review the scale and thresholds annually.
 5. Link strategy risks to the organization’s plan.

## Frequently asked questions

### What is the definition of risk in the international standard?

The effect of uncertainty on objectives, which may be negative or positive (ISO
31000:2018).

### What is the difference between ISO 31000 and COSO ERM?

ISO 31000 is an international standard that provides principles, a framework and
a process for risk management, whereas COSO ERM is a framework that links enterprise
risk management to strategy and performance in five components. They can be used
together according to the organization’s needs.

### How do we assess the risk score?

The common method multiplies the likelihood score by the impact score on a scale
of 1 to 5, then compares the result with a threshold the organization sets in advance.

### How often is the risk register reviewed?

There is no single standard. The common practice is to review it monthly or quarterly,
depending on how fast the organization’s environment changes.

Beck et al., 2001).

Black Swan)

## Introduction

Most changes in an organization become projects: a new order system, a new branch,
or a corporate training program. A project’s outcome is usually judged on three
things: did it finish on time, did it stay within budget, and did it deliver what
was promised. Published studies show that these three measures repeatedly go wrong,
and that the causes are known and can be managed.

## Defining a project and its management

The Project Management Institute (PMI, 2017) defines a project as a temporary endeavor
undertaken to create a unique product, service or result. “Temporary” means it has
a defined beginning and end, unlike repetitive operational processes. Project management
is the application of knowledge, skills, tools and techniques to project activities
in order to meet the project’s requirements.

A project is traditionally bound by three interrelated constraints: scope, time
and cost, and quality is affected by a change in any of them. Adding an item to
the scope without adjusting the budget or schedule shifts the pressure onto quality(
Kerzner, 2017).

## The five process groups

The sixth edition of the PMBOK Guide organizes project work into five process groups(
PMI, 2017), summarized in the table below with an example from a project inside
a distribution company.

| Group | Purpose | Example: an electronic order system for sales representatives |
| Initiating | Authorize the project and identify the sponsor and project manager | Approve the project charter and name the sponsor |
| Planning | Define the scope, schedule, budget and risk plan | Define the required functions and the pilot launch schedule |
| Executing | Do the work according to the plan and manage the team | Configure the system and train the representatives |
| Monitoring and Controlling | Measure performance, take corrective action and manage change | Weekly review of the share of orders recorded electronically |
| Closing | Formal handover and documentation of lessons learned | Approve the handover and record the lessons |

The groups are not necessarily sequential phases in time: monitoring and controlling
runs throughout the project, and planning returns whenever the scope changes.

## The ten knowledge areas

In its sixth edition the guide adds ten knowledge areas (PMI, 2017), representing
the subjects a project manager must manage:

| Area | The question it addresses |
| Project Integration Management | How do the project’s elements fit together, and how are changes managed? |
| Scope Management | What does the project include and what does it exclude? |
| Schedule Management | When are activities completed, and what is the critical path? |
| Cost Management | How much will the project cost and how is the budget controlled? |
| Quality Management | How do we verify that requirements are met? |
| Resource Management | Who does the work and with what resources? |
| Communications Management | Who needs which information, and when? |
| Risk Management | What might happen, and how do we prepare for it? |
| Procurement Management | What do we buy and who are the suppliers? |
| Stakeholder Management | Who is affected by the project or can influence it? |

The seventh edition (PMI, 2021) moved away from this classification to principles
and performance domains, with attention to the diversity of approaches, but the
ten knowledge areas remain a common reference in training and practice. Our article
[Enterprise risk management: framework, process and risk register](https://mtms.com.eg/index.php/2026/10/27/risk-management-basics/)(
Arabic) covers the eighth area in more detail.

## Predictive and agile approaches

The predictive approach assumes that requirements are known in advance, so it plans
the whole project and then executes it. The agile approach works in short cycles
that deliver partial value, collect customer feedback and adjust priorities; its
core values were set out in the Manifesto for Agile Software Development (Beck et
al., 2001).

| Aspect | Predictive | Agile |
| Requirements | Stable and known at the start | Evolve as work progresses |
| Delivery | Usually once, at the end | Short, repeated cycles |
| Change | Goes through a formal change-control procedure | Expected and built into priorities |
| Suitable example | Building a new branch or warehouse | Developing an application or information system |

The approach is chosen according to the nature of the project and how clear the
requirements are, and many projects combine the two.

## Why projects fail

A study by Flyvbjerg and Budzier (2011) analyzed data on 1,471 IT projects and found
that the average cost overrun was 27%, and that roughly one project in six was a“
Black Swan”, with an average cost overrun of 200% and a schedule overrun of about
70%. This result shows that the average overrun hides a tail of very severe cases,
and that risk management needs to consider extreme scenarios and not only the average.

 * **Undefined scope:** requirements that expand during execution without an adjustment
to the budget or schedule (Kerzner, 2017).
 * **Optimistic estimating:** schedules and budgets built on best-case scenarios.
 * **No active sponsor:** a project without a decision-maker to remove obstacles.
 * **Weak stakeholder management:** users who were not consulted resist the result
   at handover.
 * **Unrecorded risks:** risks the team knows about but that do not appear in the
   project plan.

## An illustrative example

The following example is hypothetical, to illustrate application; its figures are
not real data. It assumes a distribution company launching an electronic order system
for 40 sales representatives.

| Element | Application |
| Scope | Recording orders and invoices only in the first phase. Performance reports and inventory management are excluded. |
| Schedule | A pilot with 8 representatives over 6 weeks, then a gradual rollout to the rest. |
| Budget | A contingency reserve whose percentage is set by the sponsor and recorded in the plan. |
| Risks | Weak internet coverage in some areas; the solution is to enter the order offline and then synchronize. |
| Monitoring | A weekly indicator: the share of orders recorded electronically out of total orders. |

## Conclusion and recommendations

Projects succeed when the scope is defined, estimates are realistic, the sponsor
is active and risks are recorded. For a project manager just starting out:

 1. Write the scope and what it excludes in a single document approved by the sponsor.
 2. Base estimates on data from previous projects, and add a declared reserve for risks.
 3. Record risks from day one and review them weekly.
 4. Choose the approach according to how clear the requirements are.
 5. Document lessons learned at closing.

## Frequently asked questions

### What is the difference between a project and an operational process?

A project is temporary and produces a unique output, whereas an operational process
is continuous and repetitive, such as processing daily orders.

### What are a project’s three constraints?

Scope, time and cost. They are interrelated, so a change in one affects the others
and affects quality.

### When does the agile approach fit?

When requirements are unstable and partial value can be delivered in short cycles,
as in software development. Projects with fixed requirements, such as construction,
usually suit the predictive approach.

### Are the ten knowledge areas still used after the seventh edition?

Yes. They remain a common reference in training and practice, even though the seventh
edition moved to principles and performance domains.

Locke & Latham, 2002).

Kaplan & Norton, 1996).

## Introduction

In many organizations the strategic plan is a document prepared once a year and
then filed away. The reason is usually that preparation focused on wording rather
than on decisions: general goals, no owner, no budget, and no review date. This
article presents a practical sequence that turns the plan into a management tool
used weekly.

## What strategic planning means

Strategic planning is the process of formulating long-term goals, the initiatives
and the resources needed to achieve them. It is a component within strategic management,
which adds to it continuous analysis, governance of execution and course adjustment;
we explained this relationship in the article [Strategic management: concept, stages and core models](https://mtms.com.eg/index.php/2026/10/27/what-is-strategic-management/)(
Arabic).

Mintzberg (1994) warns that formal planning does not by itself produce strategy,
because it rests on analysis and decomposition, whereas strategy requires synthesis
and judgment. For that reason the steps below begin with a diagnosis, not with a
ready-made template.

## Steps for preparing the strategic plan

### 1. Define scope and governance

Set the plan’s horizon (three years, for example), who takes part in preparing it,
who approves it, and who follows its execution. In a small organization a committee
of three to five people chaired by the top decision-maker is enough. This step records
a timetable for completing the plan and the date of its first review.

### 2. Analysis

Gather actual performance data for previous years, then analyze the external environment
with a tool such as PESTEL analysis and the internal environment with a tool such
as SWOT analysis. Rumelt (2011) requires the analysis to end with a diagnosis that
names the core challenge, because a list of factors is not enough to make a decision.

### 3. Formulate the vision, mission and values

The vision describes the desired situation at the end of the horizon, the mission
describes what the organization does and for whom, and the values set out the behaviors
acceptable in decision-making. The practical test of good wording is whether management
can use it to turn down an opportunity that does not fit.

### 4. Set the goals

Studies of performance motivation support specific, difficult goals compared with
vague or easy ones (Locke & Latham, 2002). The SMART criteria are usually used:
specific, measurable, achievable, relevant and time-bound (Doran, 1981). Objectives
and Key Results (OKR) can be used to translate the strategic goal into measurable
quarterly results (Doerr, 2018).

### 5. Select initiatives and rank priorities

Each goal gets one or more initiatives, ranked by two criteria: expected effect
on the goal, and effort required. High-impact, low-effort initiatives go first,
and a ceiling is set on the number of simultaneous initiatives according to the
team’s capacity. Porter (1996) holds that strategic choice includes deciding what
the organization will not do, so postponed or cancelled initiatives are recorded
explicitly.

### 6. Link the budget and indicators

The annual budget is tied to the initiatives, not to historical spending lines,
and each goal gets a key performance indicator (KPI), a target and a measurement
frequency. Indicators can be organized under four perspectives: financial, customer,
internal processes, and learning and growth, following the Balanced Scorecard (Kaplan&
Norton, 1996).

### 7. Review and adjust

Set a monthly meeting to review the indicators and an annual meeting to review the
assumptions on which the plan was built. Record the adjustment decisions and their
reasons, so that review does not turn into rewriting the goals every time execution
stumbles.

## The plan’s components in one document

The following table summarizes the minimum elements that a plan document should
contain, with the question each one answers.

| Element | The question it answers | Suggested format |
| Diagnosis | What is the core challenge we face? | One page |
| Vision, mission and values | Where are we heading, and whom do we serve? | Three to five sentences |
| Goals | What do we want to achieve, and by when? | Three to five SMART goals |
| Initiatives | What will we do to achieve each goal? | Table: owner, budget, date |
| Indicators | How do we know we are progressing? | Indicator, target and measurement frequency |
| Risks and assumptions | What could bring down the plan? | Brief list with an action for each risk |
| What we will not do | What have we decided to give up? | Explicit list |

## An illustrative example

The following example is hypothetical, to illustrate the wording, and its figures
are not real data from any organization. It assumes a training center in Cairo that
depends on a small number of corporate contracts.

| Element | Wording in the example |
| Diagnosis | 70% of revenue comes from four corporate contracts, and losing even one contract cuts revenue sharply. |
| Goal | Reduce the share of the four largest customers from 70% to 50% of revenue within 24 months. |
| Initiative 1 | Launch two public programs for individuals by the third quarter of the first year. Owner: programs manager. |
| Initiative 2 | Build a list of 30 target corporate clients and visit 10 of them each month. Owner: sales manager. |
| Indicators | Revenue concentration ratio (monthly), number of active customers, and conversion rate of opportunities into contracts (quarterly). |
| What we will not do | No expansion into specialized technical programs outside the current trainers’ expertise. |

## Common mistakes in preparing the plan

 * **Goals without indicators:** a goal such as “improve customer satisfaction”
cannot be judged as achieved until the measure and the target are set.
 * **Initiatives without an owner:** an initiative that everyone shares is one that
   nobody answers for.
 * **A plan separate from the budget:** initiatives remain wishes until they are
   funded.
 * **Too many priorities:** many goals scatter resources; the remedy is to cut the
number to what fits the team’s capacity.
 * **No review:** a plan with no review date becomes an archival document.

## Conclusion and recommendations

An effective strategic plan is a short document that brings together a diagnosis,
a few measurable goals, and initiatives with an owner, a budget and a review date.
For those starting to prepare one:

 1. Start with a one-page diagnosis before writing any goal.
 2. Write three to five goals using the SMART standard.
 3. Assign each initiative to one owner and a budget.
 4. Record what you decided not to do.
 5. Fix the review dates before approving the plan.

## Frequently asked questions

### What is a suitable length for a strategic plan?

There is no single correct duration. Organizations usually adopt a horizon of three
to five years, with an annual operating plan that details the initiatives and the
budget. The more volatile the sector, the shorter the horizon and the more frequent
the review.

### Who takes part in preparing the plan?

Senior management and the heads of the main departments, and it is preferable to
involve those who will carry out the initiatives in drafting them. In a small organization
a committee of three to five people is enough.

### What is the difference between SMART goals and OKR goals?

SMART is a standard for wording a single goal clearly. OKR is a framework that links
an ambitious goal to measurable key results, usually reviewed every quarter. They
can be used together: SMART for wording the strategic goals, and OKR for detailing
them in short cycles.

### When should we adjust the plan?

When the assumptions on which it was built change, such as losing a major customer,
a new competitor entering, or a regulatory change. A stumble in execution alone
calls for addressing its causes before adjusting the goals.

التنفيذ (Strategy in Action).

Strategic Planning)

(Non-substitutable).

(Kaplan & Norton, 1996).

## Introduction

Distribution and fast-moving consumer goods (FMCG) organizations make dozens of
simultaneous decisions: which sales channels to expand, which product lines to stop,
and how much to invest in technology and training. When the declared direction is
missing, these decisions are settled under the pressure of the current week, and
scattered initiatives pile up that do not serve a single goal.

Strategic management addresses this gap by linking analysis to choice, choice to
execution, and execution to measurement. This article covers the concept according
to the literature of the field, then the practical stages, then the main analytical
tools, and ends with the reasons implementation stalls and recommendations that
can be applied.

## Concept and definition

There is no single agreed definition of strategy. For that reason Mintzberg (1987)
presented five complementary meanings of it, summarized in the table below with
an example from a distribution company.

| Perspective | Meaning | Example from a distribution company |
| Plan | A deliberate course set in advance to achieve a goal | A plan to cover the governorates of Upper Egypt within two years |
| Ploy | A specific maneuver to counter a competitor | Cutting the price of a product line to stop a competitor entering a particular channel |
| Pattern | Consistency in behavior over time | A repeated preference for exclusive distribution contracts with suppliers |
| Position | Choosing a place in the market | Focusing on small traditional retail stores |
| Perspective | The way the organization sees itself and its market | A culture that puts serving the retailer ahead of profit margin |

Porter (1996) locates the essence of strategy in creating a unique and valuable
position through a set of activities that differ from what competitors do, or through
performing the same activities in different ways. He distinguishes operational effectiveness,
meaning performing similar activities better than competitors, from strategy, which
rests on differentiation. He stresses that choosing also means giving things up:
an organization that tries to serve every segment with every offering loses its
differentiation.

Johnson and colleagues (2017) offer a three-part framework that organizes the field:
Strategic Position, Strategic Choices and Strategy in Action. On this basis, strategic
management can be defined as the continuous process by which an organization analyzes
its position, chooses its direction, carries out its choices, and measures its results
and adjusts its course.

## Strategic management versus strategic planning

The two terms are used as synonyms in practice, but they differ in scope. Strategic
planning is a component within strategic management, and is limited to formulating
goals, initiatives and budgets. Strategic management adds continuous analysis of
the environment, governance of execution, and course adjustment.

Mintzberg (1994) criticized reliance on formal planning alone, because planning
rests on analysis and decomposition, whereas strategy needs synthesis and continuous
learning. The steps for preparing the plan are covered in detail in our article
[Strategic planning: steps for preparing the organization’s strategic plan](https://mtms.com.eg/index.php/2026/10/27/strategic-planning-steps/)(
Arabic).

## Stages of strategic management

This section presents a practical five-stage model, designed by combining elements
of the Johnson et al. (2017) framework with the method of translating strategy into
measures in Kaplan and Norton (1996). It is a composite model for purposes of explanation,
not a model published in this form.

### 1. Strategic analysis

Assess the external environment (market, competitors, regulation, technology) and
internal resources, using tools such as PESTEL analysis, SWOT analysis and the Five
Forces analysis. Rumelt (2011) requires that the analysis end with a diagnosis that
identifies the nature of the core challenge, not a descriptive list of factors.

### 2. Setting direction

Formulate the vision, mission and values, then the strategic goals in a measurable
and time-bound form, so that their achievement can be judged without interpretation.

### 3. Formulating options and choosing

Evaluate the alternatives (growth, differentiation, cost leadership, or focusing
on a segment) against declared criteria such as feasibility, return, risk and consistency
with available resources. The decision includes specifying what the organization
will not do, following the logic of giving things up that Porter (1996) sets out.

### 4. Execution

Translate the options into initiatives, each with a single owner, a budget, a timetable
and a success indicator. The annual budget is tied to the strategic initiatives,
not to historical spending lines.

### 5. Monitoring and learning

Measure performance through the Balanced Scorecard with its four perspectives: financial,
customer, internal processes, and learning and growth (Kaplan & Norton, 1996). The
review includes testing the assumptions on which the strategy was built, not measuring
the indicators alone.

## Main analytical tools

The Five Forces model (Porter, 1979) explains the profitability of an industry through
five forces: the threat of new entrants, the bargaining power of suppliers, the
bargaining power of buyers, the threat of substitute products, and the intensity
of rivalry among existing competitors.

The Resource-Based View starts from inside the organization. Barney (1991) holds
that sustained competitive advantage requires resources that are valuable, rare,
imperfectly imitable and non-substitutable.

| Point of comparison | Five Forces (Porter, 1979) | Resource-Based View (Barney, 1991) |
| Starting point | The external environment | Internal resources and capabilities |
| Question it answers | How attractive is this industry? | What do we own that is hard to imitate? |
| Unit of analysis | The industry | The organization |
| Example in distribution | Buyers concentrated in a small number of modern retail chains raises their bargaining power | Route coverage data and long-standing relationships with traditional retailers |

The two models complement each other: the first identifies where the organization
competes, and the second identifies what it competes with.

## An illustrative example

The following example is hypothetical, prepared to illustrate the sequence, and
its figures are not real data from any organization. It assumes a consumer goods
distributor in Greater Cairo that earns 60% of its sales from three modern retail
chains.

| Stage | Application in the example |
| Analysis | Sales concentrated in three customers gives them high bargaining power and squeezes margins. The resource hardest for others to imitate that the distributor holds is its coverage network in traditional trade. |
| Direction | Reduce the share of the three largest customers from 60% to 45% of sales within 18 months. |
| Choice | Expand in traditional trade instead of competing on price cuts with the large chains. |
| Execution | Three initiatives: redesigning routes, a training program for sales representatives, and an electronic ordering system. Each initiative has an owner and a budget. |
| Monitoring | Monthly indicators: number of active points of sale, average order value, and the share of sales concentrated in the three largest customers. |

## Why implementation stalls

 * **No translation into measures:** a strategy without indicators cannot be managed
or its progress judged, which is what the Balanced Scorecard addresses (Kaplan&
   Norton, 1996).
 * **Weak change management:** Kotter (1995) identified eight recurring errors in
transformation programs, among them a weak sense of urgency, poor communication
of the vision, and declaring victory too early.
 * **Vagueness in the strategy itself:** Rumelt (2011) argues that a good strategy
has a core of three elements: a diagnosis, a guiding policy, and coherent actions.
Lists of ambitious goals that are not based on a diagnosis are not a strategy.
 * **Too many simultaneous initiatives:** resources are scattered and progress slows;
the remedy is to set a limited number of priorities that fits the team’s capacity.
 * **No periodic review:** the plan turns into an archival document if it has no
fixed review date and no decision-maker who follows it.

## Conclusion and recommendations

Strategic management is a cyclical process that links diagnosis to choice, execution
and measurement. For a manager starting to apply it, the following steps can be
suggested:

 1. Write a one-page diagnosis that identifies the main challenge the organization
    faces.
 2. Set three to five measurable, time-bound goals.
 3. Decide explicitly what you will stop doing.
 4. Assign each initiative to one owner and a defined budget.
 5. Fix a monthly date to review the indicators and an annual date to review the assumptions.

## Frequently asked questions

### Is strategic management only for large organizations?

No. The tools differ with size; the logic does not. A small organization can adopt
a brief diagnosis, three goals and a monthly review without a separate planning
department.

### What is the difference between strategic management and strategic planning?

Strategic planning is one component of strategic management and is concerned with
formulating goals and initiatives. Strategic management also includes continuous
analysis, execution, monitoring and course adjustment.

### What are the best-known strategic analysis models?

SWOT analysis, PESTEL analysis, Porter’s Five Forces, the Resource-Based View and
the Balanced Scorecard. The one chosen is the one that suits the question being
asked; no single one replaces the others.

### How often should the strategy be reviewed?

There is no single standard. The common practice is to review execution indicators
monthly or quarterly, and to review the strategic assumptions annually or when a
fundamental change occurs in the market.

(SPIN Selling)

(The Challenger Sale)

Crosby

   Fisher et al., 2011).
(Weitz et al., 1986).

(Weitz et al., 1986).

(Fisher et al., 2011).

## Introduction

Many sales teams measure their performance by the number of visits and the number
of proposals, while the real effect of selling is determined by the quality of the
conversation with the customer and its ability to turn a need into a decision. This
article discusses the scientific basis of professional selling as presented in the
sales management literature, and links it to practices a sales manager can apply
with the team.

## Transactional and consultative selling

Transactional selling centers on the product and the price: the seller presents
the item, answers inquiries, and the deal is closed on the basis of pricing. This
approach suits standardized goods with little differentiation. Consultative selling
starts from understanding the customer’s situation and need, then links the product
to a specific outcome the customer wants. In this approach the seller becomes a
source of knowledge for the customer rather than merely an order channel. The table
shows the practical differences between the two approaches.

| Dimension | Transactional selling | Consultative selling |
| Starting point | The product and the price | The customer’s situation and need |
| Seller’s role | Presenter and order taker | Source of knowledge and partner in solving the problem |
| Conversation pattern | Presentation, then answers to questions | Guided questions, then a presentation tied to the need |
| Basis of the decision | Mostly price | The value the customer gains |
| Best suited to | Standardized goods and quick decisions | Higher-value sales or repeat relationships |

## Two established models for structuring the sales conversation

### 1. The SPIN Selling model

Rackham (1988) proposes ordering the seller’s questions in four stages: Situation
questions to understand the context, Problem questions to uncover difficulties,
Implication questions to clarify the effect of the problem on the customer, and
Need-payoff questions in which the customer describes the value of the solution
in their own words. The central idea is that customers are persuaded more by what
they say themselves than by what the seller says.

### 2. The Challenger Sale model

Dixon and Adamson (2011) describe the “Challenger” seller profile, who teaches the
customer a new view of their business, tailors the message to the customer’s context,
and takes control of the conversation, including the discussion of price. This profile
differs from the relationship builder, who focuses on pleasing the customer without
challenging their assumptions. The Challenger profile does not mean arguing, but
offering information or a perspective the customer had not considered.

## Adaptive selling

Weitz, Sujan and Sujan (1986) define adaptive selling as the seller’s adjustment
of selling behavior to the nature of the situation and the customer’s need. This
depends on the seller’s knowledge of customer types and of the selling approaches
available, and on their motivation to apply that knowledge. The same approach does
not work for a buyer looking for the price and a buyer looking for reliability.
In practice the seller needs two skills: active listening to pick up the customer’s
signals, and varying the presentation style according to what emerges in the conversation.

## Objections and negotiation

An objection is a signal of missing information or of concerns that have not been
addressed; it is not necessarily a final refusal. Four steps help in handling it:
listening to the end without interrupting, then restating the objection to confirm
it was understood, then asking the customer about the real source of concern, then
responding with information, evidence or an option. In negotiation, Fisher, Ury
and Patton (2011) recommend focusing on interests rather than positions, inventing
options for mutual gain, and relying on objective criteria. In practice this means
that a price concession should not be the first response; alternatives should be
sought, such as the payment schedule, the order volume or the contract duration.

## From the deal to the relationship

Studies link the quality of the relationship between seller and customer to the
continuation of business. In a study by Crosby, Evans and Cowles (1990) in the context
of services selling, relationship quality, built on trust and satisfaction with
the seller, was associated with the customer’s inclination to continue dealing with
that seller. Reichheld and Sasser (1990) stress the economic importance of retaining
customers, because the cost of losing a customer is not limited to direct sales.
This idea shows up in the seller’s work after the deal: making sure the order arrives
as agreed, following up on use, and asking for feedback. These practices are measured
with indicators such as repeat order rate and retention rate, and can be designed
as presented in the article [Key Performance Indicators (KPIs): concept, design and common mistakes](https://mtms.com.eg/index.php/2026/10/27/what-are-kpis/).

## An illustrative example

The following example is hypothetical, to illustrate the sequence of questions;
it is not a real case of any organization. A sales representative of a fast-moving
consumer goods (FMCG) distribution company visits a supermarket buyer and wants
to present a new product line. The table shows the representative’s questions according
to the SPIN model.

| Stage | Representative’s question (example) | Purpose |
| Situation | How do you currently order this category, and where do you source it from? | Understand the context without assumptions |
| Problem | Does the item often run out on the shelf before the next order arrives? | Uncover a difficulty the buyer feels |
| Implication | When the item runs out, what happens to the category’s sales and to the shopper who did not find it? | Clarify the effect of the problem on the business |
| Need-payoff | If the quantities reached you on fixed days every week, how would that change how you manage the shelf? | Have the buyer describe the value of the solution in their own words |

After these questions the representative links the offer to what the buyer said:
fixed delivery schedules and quantities suited to the shelf, instead of starting
with a price list. If the buyer objects to the minimum order, the representative
asks about the source of the concern (cash flow or storage space) and then proposes
an option that addresses it.

## Common mistakes

 * **Presenting before understanding:** the seller starts presenting the product
before knowing the customer’s need, and so answers a question that was not asked.
 * **Too many situation questions:** they tire the customer and reveal no value;
it is better to prepare in advance and ask problem and implication questions
   early.
 * **Treating an objection as a refusal:** it pushes the seller to defend or to
   cut the price straight away.
 * **Conceding on price before looking for alternatives:** it entrenches price as
the only variable (Fisher et al., 2011).
 * **One approach for all customers:** it ignores the importance of adapting to
the situation (Weitz et al., 1986).
 * **Neglecting what comes after the deal:** it weakens the relationship and raises
the likelihood of losing the customer.

## Conclusion and recommendations

Professional selling rests on understanding the customer’s need before the presentation,
adapting the approach to the situation, handling objections with questions rather
than defensiveness, and continuing the relationship after the deal. For a sales
manager who wants to start:

 1. Identify the segments that suit consultative selling and those for which transactional
    selling is enough.
 2. Train the team on the SPIN question sequence through short role-play exercises.
 3. Draw up a list of recurring objections, and prepare for each a question that reveals
its cause and evidence that addresses it.
 4. Define non-price negotiation alternatives (payment, volume, duration) before visiting
    the customer.
 5. Adopt post-deal relationship indicators, such as repeat orders and customer retention.

## Frequently asked questions

### What is the difference between transactional and consultative selling?

Transactional selling starts from the product and the price; consultative selling
starts from the customer’s situation and need, then links the product to an outcome
the customer wants.

### What is the SPIN Selling model?

A framework that orders the seller’s questions in four stages: Situation, Problem,
Implication and Need-payoff (Rackham, 1988).

### What is adaptive selling?

It is the seller’s adjustment of selling behavior to the nature of the situation
and the customer’s need (Weitz et al., 1986).

### How should a price objection be handled?

By listening first, then asking the customer about the real reason, then proposing
alternatives that address it, such as the payment schedule, volume or contract duration,
instead of a direct price concession (Fisher et al., 2011).

Lee(
(Alignment).

(Fisher,
   1997).

## Introduction

The cost of a weak supply chain appears in scattered places in the financial statements:
idle inventory that freezes capital, missing items that lose sales, and late shipments
that weaken customer trust. This article discusses how a supply chain moves from
being a cost center to a source of competitive advantage, drawing on the operations
management literature rather than on generic lists of tips.

## Supply chain and logistics

Mentzer and colleagues (2001) define supply chain management as the systematic,
strategic coordination of the traditional business functions within a single company
and across businesses within the chain, for the purpose of improving the long-term
performance of the individual companies and of the chain as a whole. The chain therefore
covers planning, sourcing, production and distribution through to the customer.
Logistics is the part responsible for the movement, storage and delivery of goods
within this wider framework (Christopher, 2016). The distinction helps allocate
responsibilities: improving transport alone does not solve a problem in planning
or in supplier relationships.

## Choosing the strategy by product

Fisher (1997) argues that many supply chain failures stem from a mismatch between
the nature of the product and the design of the chain. Functional products, with
stable demand and low profit margins, such as basic food items, suit a chain focused
on physical efficiency and cost reduction. Innovative products, with volatile demand
and short life cycles, suit a responsive chain that accepts buffer inventory or
spare capacity to avoid stock-outs. Lee (2004) adds that an outstanding chain combines
three qualities: agility in the face of demand volatility (Agility), the ability
to adapt to structural change (Adaptability), and alignment of the interests of
the parties (Alignment).

## Four core pillars

Chopra and Meindl (2016) identify key drivers of chain performance, including inventory,
transport, information and sourcing. We present them here as four practical pillars.

### 1. Inventory and storage

The aim is to provide what the customer needs without hoarding that freezes capital.
The Economic Order Quantity (EOQ) model developed by Harris (1913) balances the
cost of placing an order against the cost of holding inventory, assuming relatively
constant demand and known costs. Safety stock is added to cope with demand volatility
and supplier delays. Warehouse design and layout reduce picking time and errors.

### 2. Transport and distribution

The choice of transport mode is determined by cost, speed, the nature of the goods
and the reliability of the delivery date. Route optimization, trip scheduling and
vehicle filling reduce the cost per unit moved, but the cheapest transport is not
necessarily the lowest in total cost, because slow transport raises in-transit inventory
and safety stock.

### 3. Procurement and suppliers

Strategic sourcing does not mean looking for the lowest price alone, but evaluating
quality, adherence to schedules, flexibility and Total Cost of Ownership. Written
supplier evaluation criteria and data-based negotiation help reduce total cost and
identify the suppliers that deserve a long-term relationship.

### 4. Technology and risk

Enterprise resource planning (ERP) systems and data analytics provide visibility
of the whole chain and improve demand forecasting. In return, the organization needs
fallback plans for supply disruptions, such as diversifying suppliers, identifying
bottlenecks in advance, and drawing up scenarios for the loss of a key supplier.
Our article [Enterprise risk management: the framework, the process and the risk register](https://mtms.com.eg/index.php/2026/10/27/risk-management-basics/)(
Arabic) covers how to record and track these risks.

## Tracking indicators

The table presents common supply chain indicators with the formula for calculating
each. Each organization sets targets according to its sector. See the article [Key Performance Indicators (KPIs): concept, design and common mistakes](https://mtms.com.eg/index.php/2026/10/27/what-are-kpis/)
for designing a definition card for each indicator.

| Indicator | Formula | What it reveals |
| On-Time In-Full (OTIF) | Orders delivered on time and complete ÷ total orders | Service reliability for the customer |
| Fill Rate | Quantities delivered ÷ quantities ordered | Whether inventory is sufficient |
| Inventory Turnover | Cost of goods sold ÷ average inventory | Efficiency of capital use in inventory |
| Transport cost per unit | Total transport cost ÷ units moved | Transport and loading efficiency |
| Order accuracy | Correct orders ÷ total orders prepared | Picking quality in the warehouse |
| Supplier on-time delivery | Deliveries on time ÷ total deliveries | Supplier reliability |

## An illustrative example

The following example is hypothetical, to illustrate the calculation; its figures
are not real data for any organization. A fast-moving consumer goods (FMCG) distribution
company handles an item with annual demand of 12,000 units, a cost of EGP 300 to
place one order, and an annual holding cost of EGP 5 per unit.

| Step | Calculation | Result |
| EOQ formula | Square root of (2 × annual demand × order cost ÷ holding cost) | — |
| Application | Square root of (2 × 12,000 × 300 ÷ 5) = square root of 1,440,000 | 1,200 units per order |
| Orders per year | 12,000 ÷ 1,200 | 10 orders |

In practice this result is adjusted for the supplier’s minimum quantity, warehouse
capacity and expiry dates, and safety stock is added to it; the model is a starting
point, not a final decision.

## Common mistakes

 * **Optimizing each function in isolation:** choosing the cheapest transport mode
may lower freight cost while raising inventory and its holding cost, so total
   cost increases.
 * **Relying on a single supplier:** any disruption at that supplier becomes a disruption
   to the organization’s sales.
 * **Judging suppliers on price alone:** it ignores the cost of delay, quality and
   returns.
 * **Designing one chain for all products:** it ignores the different nature of
   demand across items (Fisher, 1997).
 * **No unified data:** inventory figures differ between the warehouse, sales and
   procurement, so decisions become impossible.
 * **No fallback plan:** weaknesses are discovered during the crisis, not before
   it.

## Conclusion and recommendations

A supply chain becomes a competitive advantage when its strategy fits the nature
of the product, its pillars are managed together rather than separately, and it
is measured with clear indicators. For those starting out:

 1. Classify your items as functional or innovative, and set the priority of efficiency
    or responsiveness for each category.
 2. Review inventory with the EOQ model and safety stock, starting with the most important
    items.
 3. Evaluate suppliers on written criteria that include total cost, not price alone.
 4. Adopt five or six indicators from the table above, and assign an owner to each.
 5. Record supply risks in a risk register, and draw up a fallback plan for the highest
    ones.

## Frequently asked questions

### What is the difference between a supply chain and logistics?

A supply chain is wider and covers planning, sourcing, production and distribution.
Logistics is the part of it concerned with the movement, storage and delivery of
goods (Mentzer et al., 2001; Christopher, 2016).

### What is the Economic Order Quantity?

It is the quantity that minimizes the sum of the cost of placing orders and the
cost of holding inventory, assuming relatively constant demand and known costs (
Harris, 1913).

### Does the same principle suit all items?

No. Stable items suit a chain focused on efficiency, and volatile items suit a responsive
chain (Fisher, 1997).

### Where should a small organization start?

By measuring only two or three indicators, such as on-time delivery, inventory turnover
and supplier adherence, in a single spreadsheet, then expanding as needed.

(Performance

Key Result Indicator)

Kaplan & Norton, 1996).

(Kaplan & Norton, 1996).

## Introduction

Many organizations set good plans and then cannot answer a simple question: are
we closer to the objective than we were a month ago? The cause is usually the absence
of agreed measures that turn the objective into a number that can be tracked. This
article explains the concept of key performance indicators, how to design them so
that they serve decisions, and where organizations make mistakes that turn a monitoring
dashboard into a burden rather than a tool.

## What is a key performance indicator?

Neely and colleagues (1995) define performance measurement as the process of quantifying
the efficiency and effectiveness of action. A key performance indicator (KPI) is
a quantitative measure tied to a specific objective. It is used to track progress
toward that objective and to trigger a decision when performance deviates. Parmenter(
2015) distinguishes between performance indicators (PIs), which are tracked in day-
to-day work, and key performance indicators, which are linked to critical success
factors and reviewed frequently with the involvement of senior management.

The wider use of indicators grew out of the Balanced Scorecard, in which Kaplan
and Norton (1992) proposed that management should not rely on financial measures
alone but should add the customer, internal process, and learning and growth perspectives.
We covered linking indicators to objectives in our article [Strategic planning: steps for preparing the organization’s strategic plan](https://mtms.com.eg/index.php/2026/10/27/strategic-planning-steps/)(
Arabic).

## KPI, CSF and KRI compared

Many people confuse the three concepts, and dashboards fill up with numbers that
do not answer the question the objective poses. The table summarizes the differences:

| Concept | The question it answers | Example from a distribution company |
| Critical Success Factor | What must go well for the objective to succeed? (Rockart, 1979) | Stock availability at points of sale |
| Key Performance Indicator (KPI) | To what extent has the success factor or objective been achieved? | Percentage of core items available at points of sale |
| Key Risk Indicator (KRI) | Is the organization approaching an undesirable event before it happens? | Percentage of supplier deliveries that arrive late |

An important note on terminology: Parmenter (2015) uses the abbreviation KRI to
mean Key Result Indicator, a measure that summarizes the result of several activities,
such as total profit, whereas risk management practitioners use it to mean Key Risk
Indicator. For this reason, the abbreviation should be defined the first time it
appears in any document.

## Types of indicators

Kaplan and Norton (1996) distinguish between lagging indicators, which measure an
outcome that has already occurred, such as monthly revenue, and leading indicators,
which measure what precedes the outcome and makes intervention possible, such as
the number of sales visits to new customers. Lagging indicators help judge performance;
leading indicators help correct course before the result appears. A good dashboard
needs both, because relying on lagging indicators alone means discovering the problem
after it has happened.

## Steps for designing indicators

### 1. Start from the objective

Write the objective in measurable terms before choosing any indicator. Research
on performance motivation supports specific, difficult goals compared with general
ones (Locke & Latham, 2002), and the SMART criteria are used to test how a goal
is worded (Doran, 1981).

### 2. Identify the critical success factors

Ask: what are the few things that, if done well, achieve the objective? These are
the critical success factors (Rockart, 1979), and indicators are derived from them,
not from a list of data that happens to be available in the system.

### 3. Choose an indicator for each factor

Prefer one leading and one lagging indicator for each objective. The team concerned
should be able to control what the indicator measures; otherwise it is held responsible
for something it cannot influence.

### 4. Define the indicator precisely

Write the formula, data source, measurement frequency and owner on a standard definition
card (see the next section). An indicator calculated in two different ways in two
departments generates debate about the numbers rather than about performance.

### 5. Set the target and thresholds

Without a target, a number remains a description, not a judgment. Add to the target
an alert threshold that calls for management intervention, for example when the
indicator falls below a level agreed in advance.

### 6. Link the indicators in a tree

Link departmental indicators to organizational indicators in a KPI tree, so that
each team can see the effect of its work on the overall result. Indicators can be
organized under the four perspectives of the Balanced Scorecard (Kaplan & Norton,
1996).

### 7. Present and review them

A simple dashboard in a spreadsheet is enough to start; what matters is clarity
of message, not polish. Review the indicators at least once a year: remove those
that have lost their link to the objective and add those that have emerged.

## The indicator definition card

Each indicator should have a definition card containing the following elements:

| Element | Required content |
| Indicator name | A clear name that cannot be read two ways |
| Linked objective | The objective the indicator serves |
| Formula | Numerator, denominator and unit of measurement |
| Data source | The system or report that produces the number |
| Measurement frequency | Weekly, monthly or quarterly |
| Target and threshold | The required value and the level that calls for intervention |
| Owner | One person responsible for the number and for the improvement plan |

## An illustrative example

The following example is hypothetical, to illustrate the wording; its figures are
not real data from any organization. It assumes a fast-moving consumer goods (FMCG)
distribution company that is receiving complaints about late deliveries.

| Element | Wording in the example |
| Objective | Raise the share of orders delivered on time from 85% to 95% within six months |
| Critical success factor | Drivers keeping to routes, and orders being ready before loading |
| Lagging indicator (KPI) | Percentage of orders delivered on time = orders delivered on time ÷ total orders delivered × 100, monthly. Source: order system. Owner: transport manager |
| Leading indicator | Percentage of orders ready before the loading deadline, weekly. Owner: warehouse manager |
| Alert threshold | Any week in which readiness falls below 90% is escalated to the follow-up meeting |

## Common mistakes

 * **Too many indicators:** every new indicator takes attention away from the team;
the remedy is to choose a number that can actually be followed.
 * **Measuring what is available, not what matters:** numbers that are easy to extract
are shown instead of the numbers that serve the objective.
 * **Misleading indicators:** the number of calls, for example, does not reflect
their outcome, and focusing on it may push the team to raise the count at the
expense of quality. Muller (2018) documents how excessive reliance on metrics
leads to behaviors that improve the number without improving performance.
 * **An indicator with no owner:** a number that no specific person is asked about
   does not improve.
 * **Collecting data without using it:** a dashboard that is never discussed in
a regular meeting becomes an archive.
 * **Tying rewards to a single indicator:** it pushes the team to optimize that
indicator alone at the expense of what is not measured.

## Conclusion and recommendations

A good indicator is a clearly defined measure, linked to an objective, with a target,
an owner and a measurement frequency, and it is used in a decision. For those starting
out:

 1. Write the objective before choosing the indicator.
 2. Identify the critical success factors and derive the indicators from them.
 3. Combine leading and lagging indicators on the dashboard.
 4. Prepare a definition card for each indicator before measurement begins.
 5. Set a regular meeting to discuss the dashboard, and review the indicators annually.

## Frequently asked questions

### What is the difference between a performance indicator (PI) and a key performance indicator (KPI)?

According to Parmenter’s (2015) classification, performance indicators are tracked
in daily work for every activity, whereas key performance indicators are limited
to what is tied to the organization’s critical success factors and receive senior
management’s attention.

### How many indicators are enough for each department?

There is no single standard number. The practical rule is to keep the number small
enough that each indicator can be discussed in the follow-up meeting, and for each
indicator to serve a specific objective.

### Are indicators suitable for small organizations?

Yes. A small organization can start with three or four indicators in a single spreadsheet
and expand according to its needs.

### What is the difference between a leading and a lagging indicator?

A lagging indicator measures an outcome that has occurred, such as revenue; a leading
indicator measures what precedes the outcome and can still be acted on, such as
the number of sales visits (Kaplan & Norton, 1996).
